The Nhulunbuy Corporation’s Town Operations team oversees the provision of municipal services to Nhulunbuy’s residents including:
- Road construction and maintenance including footpaths, street lighting, traffic control and parking
- Water reticulation
- Sewerage treatment and reticulation
- Waste Management Facility, garbage collection, green waste collection and street cleaning
- Stormwater drainage
- Vector (mosquito) control and weed control
- Town planning and land development
- Parks and gardens
- Sport and recreation facilities including sports ovals and the Nhulunbuy Aquatic Centre
- Telecommunications services
- Animal control
- Fire Service (50% funded by the Northern Territory Government)

Waste Management
Waste Collection
The Nhulunbuy Corporation is dedicated to reducing waste and providing quality services. Nhulunbuy and the Industrial Estate have twice weekly domestic waste collection.
Each household is provided with one 120 litre red lidded bin for domestic waste. Collections occur each Tuesday and Thursday and are undertaken by Arnhem Land Pest Control on behalf of the Nhulunbuy Corporation.
Unwrapped rubbish can attract flies and result in unwanted smells so it is important to wrap garbage tightly, especially in Nhulunbuy’s warm tropical climate. Placing a suitable pesticide product inside the bin to guard against maggots and flies is also recommended.
Always keep the wheelie bin lid closed, hose it out on a regular basis and clean it thoroughly with antiseptic solution at least once a month. After cleaning it is a good idea to air the empty bin for at least 24 hours.
Missed Collection
If your domestic bin is not collected on collection day, it may be for one of these reasons:
- The lid is not completely closed on your bin
- Your bin is packed with heavy items (the truck is only able to lift bin of up to 80kgs)
- Rubbish has been stacked on top of or beside bin
- Rubbish has been jammed too tightly into bin
- There was a car parked in front of your bin, and the truck is unable to gain access
All bins are to be placed on the property verge by 6am each collection day and removed from the verge within a reasonable period after its collection. Rubbish bins must not permanently remain on the kerb.
It is an offence to place any domestic waste out for collection unless it is contained in a Corporation issued garbage bin. On the spot fines may be issued to those residents who fail to comply.

The Gove Peninsula Waste Management Facility is located on Melville Bay Road (between Nhulunbuy and Gove Airport) and is managed by Gumatj Aboriginal Corporation on behalf of the Nhulunbuy Corporation.
Opening hours are 8am-4pm Monday to Friday and 9am-3pm Saturday and Sunday (closed on Christmas Day, Boxing Day, Good Friday and Easter Sunday).
Users are required to show proof of Nhulunbuy residency, such as a driver’s licence, rates notice or household mail with your address. Due to the limited capacity of the site, waste from outside Nhulunbuy, the Industrial Estate or Gove Airport is not accepted.
The facility can be used for the disposal of items including:
- General household waste
- Green waste
- Cardboard and paper
- Gas bottles
- Electronic waste (computers, printers, televisions etc)
These items can be disposed of for free by residents and in line with the Nhulunbuy Corporation’s Schedule of Fees and Charges for commercial operators.
The facility accepts the following items in line with the Nhulunbuy Corporation’s Schedule of Fees and Charges:
- Tyres (rims removed)
- Cars/utes/4WDs (oil removed)
- Whitegoods
- Dead animals
The Gove Peninsula Waste Management Facility does not accept the following:
- Toxic substances
- Sewerage effluent
- Declared weeds
- Pesticide and pesticide containers
- Dangerous goods as indicated in the Dangerous Goods Act (NT)
- Any material considered ‘Listed Waste’ under the Waste Management and Pollution Control (Administration) Regulations (NT).
Please note that scavenging, fires, littering and illegal dumping are all prohibited at the facility.
Asbestos disposal
The Gove Peninsula Waste Management Facility provides safe asbestos disposal for one week twice a year (generally May and October, though this may vary).
Please note that there are strict conditions for disposal:
- All asbestos disposal must be pre-arranged with the Nhulunbuy Corporation in advance
- Asbestos must be double wrapped in 200 micron heavy duty builder’s plastic and taped to seal the asbestos completely
- Quantities greater than 100 kilograms must be transported in a sealed container and on a pallet
- Disposal will be charged in accordance with the Nhulunbuy Corporation’s Scheudle of Fees and Charges. All fees must be paid in advance
- Only asbestos originating in the East Arnhem Land region will be accepted.
- No individual or business is permitted to dispose of more than 15 tonnes of asbestos each calendar year.
- The disposal pit will be open from 8am to 4pm daily. Any asbestos arriving outside this time will not be accepted.

Green waste bins
The Nhulunbuy Corporation provides a number of blue bins for green waste in designated areas throughout Nhulunbuy. These are to be used by residents only. Commercial operators found using the bins will issued with an infringement.
Residents are requested to:
- Use the bins for green garden waste only
- Put items in the bin of a manually manageable size
- Take larger items directly to the Gove Peninsula Waste Management Facility which is free for residents
In the interest of our environment, please do not dump green waste on your verge or outside the blue bins.

Animal Control
Animal Control
Many households in Nhulunbuy own at least one dog. Owning a dog requires the owner to take legal responsibility for their dog’s behaviour and actions.
On 24 November 2015, the Nhulunbuy (Animal Control) Amended By-laws came into force. All dogs within Nhulunbuy and the Industrial Estate must be securely contained within their own property and be registered. From 1 November 2016, all dogs kept in Nhulunbuy and the Industrial Estate must be micro-chipped and registered with the Nhulunbuy Corporation.
Responsible dog owners rarely receive complaints about their dog. A dog that is well fed, exercised, has basic training and is healthy, usually does not cause a nuisance to others.

Nhulunbuy (Animal Control) Amended By-laws 2015
Dog management and control within Nhulunbuy and the Industrial Estate is a complex issue. The Nhulunbuy Corporation is responsible for the administration of the Animal Control By-laws.
The By-Laws place an emphasis on public safety and maintaining a congenial living environment. The Nhulunbuy Corporation is focused on education and owner assistance to implement positive communication and long lasting community involvement in the management of dogs within Nhulunbuy and the Industrial Estate.
In adopting and implementing By-Laws and dog control and management policies, the Nhulunbuy Corporation takes into account the following:
- The importance of allowing members of the public to utilise roads, streets and public facilities without fear or apprehension by aggressive, feral or stray dogs
- The importance of reducing dog nuisances to the general community
- Reducing the number of dogs wandering in public areas, recreational areas and places frequented by children
- The recreational and exercise needs of dogs and their owners
- The cost of establishing and the ongoing operational costs of all aspects of animal control and management
The Nhulunbuy (Animal Control) Amended By-laws require that all dogs residing in Nhulunbuy and the Industrial Estate over the age of three months must be registered. Registrations must be in the name of a person over 18 years of age. All dog registrations are due on 1 November of each year. Dog registrations can be made at the Nhulunbuy Corporation Head Office in Westal Street.

Stray Dogs and Problem Dogs
Dogs that are found wandering at large will be impounded and an infringement will be issued before the dog returns home. The Nhulunbuy Corporation has the ability to investigate reported dog attacks. Owners of dogs that have committed a dog attack can face fines, possible seizure and destruction of the dog, or prosecution.

Off leash Areas
There are a number of areas within Nhulunbuy where owners can walk their dogs off leash. Owners are required to keep their dogs on leash is all other areas.
Control of dogs in off leash areas:
- A dog can be off a leash whilst accompanied by a competent person who is in reasonable proximity to the dog
- A competent person is liable for the control of the dog and must be capable of controlling it
- A competent person carries and is capable of attaching a chain, cord, leash, or harness and have sufficient strength for the purpose of controlling the dog.

Nhulunbuy Corporation Pound
The Nhulunbuy Corporation Pound Facility is located off Arnhem Road.
Dogs found at large which are not registered and cannot be traced to their owner will be impounded. Images and details of such dogs will be uploaded to the Nhulunbuy Corporation’s Found Animal Gallery.
A daily feeding fee applies each day that the dog is impounded. All fees (including registration fees if the animal is not registered) and applicable infringements must be paid before the dog is released from the pound. Dogs will only be released from the pound during business hours.

Regulatory
Parking
The Nhulunbuy Corporation Ltd has been authorised under the Australian Road rules regulations to carry out enforcement of parking control within the township of Nhulunbuy and the Gove Airport.
Parking Permits
The Nhulunbuy Corporation provide parking permits to businesses within Nhulunbuy that require the use of the Loading Zone Permit Only parks outside Woolworths and guys of Gove. These are free permits that are given once the application has been approved. The permits expire annually.

Disabled Permits
The Nhulunbuy Corporation provide Disabled permits to those who require one.
These are free permits that are given once the application has been approved. The permits expire annually.
Abandoned Vehicles within Town Lease
The Nhulunbuy Corporation will remove abandoned vehicles within the town lease for storage at their impounding facility.
If the owner of the abandoned vehicle can be found they may incur fees and charges to cover removal costs if the NCL is required to remove vehicle.
If the Vehicle is not claimed after 1month of impoundment the vehicle is released to the Gumatj Waste Facility Management for destruction or salvaging rights.
Security Cameras
The Nhulunbuy Corporation Regulatory Officer monitors and maintains 16 CCTV cameras around the town centre.
If members of the general public require footage from the CCTV recordings they MUST open an official case with the Nhulunbuy Police and they can act on your behalf.
The Footage cannot be given or shown to the General Public.
Vector Control
The Nhulunbuy Corporation Regulatory Officer assists the department of health with the gathering of mosquito samples which are sent to Darwin for analyses which help with the identification of species and numbers in the area. The information is gathered and sent to the pest control in Nhulunbuy to aid their fogging program so they can target the high density areas.

The Home Trading Policy establishes a framework for managing home occupations in Nhulunbuy. It has been developed to ensure that home occupations are established and operated in a manner that does not detract from the residential amenity of the locality.

Building
The Nhulunbuy township is out of the building area covered by the NT Development Scheme & the NT Building Act. Therefore the Corporation administers building and development applications to ensure they are in line with the requirements of Special Purpose Leases for the Town and Industrial Estate.
The Nhulunbuy Corporation Limited’s Building Inspector ensures buildings since 1992, both existing and proposed are compliant with the Building Code of Australia.
The objective of the Building Code of Australia 1996 is to ensure acceptable standards of structural sufficiency, fire safety, health and amenity are maintained in all building work.
The function of the Building Inspector in administering and enforcing building regulations is to avert or at least minimise the risk of danger to health and safety from sub-standard building work.
The Nhulunbuy district is in Cyclone region “C”, terrain category 2.5 minimum.
The Building Inspector is available to answer any building related questions on 8939 2200.
Building Permits/Applications
Every builder and/or owner builder intending to construct a building, alter, add to, repair or underpin, demolish or remove an existing building should obtain a permit before commencing that work.
Every builder and/or owner builder making an application for a building permit should submit to the building inspector:
- Written consent of owner or lessor of land/building (if not owner)
- Site plan in duplicate
- Properly prepared plans in duplicate of proposal (deemed to comply or structural certification from manufacturer i.e. garden sheds, carports etc), Cyclone Rating W57 (not required for group 1)
- Completed application form
- Fee payable
- Properly prepared drawings in duplicate as per Guidance Notes. These drawings must be certified by an NT Registered Structural Engineer (Cyclonic) and include all aspects of construction of finished project, together with actual certificate from engineer
- Maximum electrical demand, including calculations MUST be attached to the Building Application
- Application for supply of electricity
- Application for supply and construction of plumbing, including meter if applicable
- Specifications to describe materials to be used, together with other relevant information. (The specification may be incorporated into the drawing.)
- Building Certifiers Certification of all drawings and all relevant certificates to support application

Building Inspections
All building construction, alteration and demolition work must comply with the Building Code of Australia. The builder and/or owner builder must advise the Building Department during the course of construction so they can carry out routine inspections to ensure that the building is compliant and has been constructed in accordance with the plans and specifications previously approved under the Building License.

Gove Airport (Airport Operations)
Operated and maintained by the Nhulunbuy Corporation, Gove Airport commenced operation in March 2005 and brings high quality transport services to remote East Arnhem Land. Gove Airport is serviced by Airnorth’s Darwin-Gove-Cairns return E170 jet service from Sunday to Friday and several turboprop services between Darwin and Gove throughout the week. Many charter flights are available to the different communities throughout the region.
Shaped like an aircraft, the unique architecturally-designed terminal offers city-standard airport facilities to the estimated 100,000 passengers who currently travel to and from the Gove Peninsula each year.
The terminal building offers passengers a spacious, air-conditioned facility with an indoor baggage carousel. Dedicated security-restricted areas are available for commercial aircraft and a separate area is available to smaller general aviation craft.
Drop off zones can be found outside the terminal, along with taxi and bus collection areas, car space for up to 78 vehicles and rental car parking area.

History
The Gove Airport is located on the site of the former RAAF Airfield Gove. This World War II airbase was built in 1943 and named for Pilot Officer William Gove who was killed in action near Maningrida. During the war, the airfield was used by No. 83 Squadron RAAF flying CAC Boomerangs and No. 13 Squadron RAAF flying Lockheed Venturas, with No. 42 Squadron RAAF operating PBY Catalina flying boats out of nearby Drimmie Head. At the height of operations, over 5,000 servicemen were stationed at the base.
